If you spend enough time pouring over it you're bound to pick something up. But I guess it begs the question of whether there can be actual "skill chips," a la Cyberpunk and Shadowrun. I've never really cared for the idea personally, but if there are things like Programed Reflexes and instant translators, I don't see why not. Comments?
