The FUZION is a free system designed by the people of Hero Games (champion RPG, etc..) and Talsorian (CP2020, Castle Falkenstein, etc..). In my opnion is the best generic system in the market and is free. Some companies like Gold Rush have some games using the FUZION system. If you want to create a home world and put your work in the internet you can put all the Fuzion core rules in your work without problem. If you want to create a commercial RPG then you need a license. If I remember well the term of the license is something like this: you are free to use and print all the Fuzion core Rules but all the new rules that you created will belong to the Fuzion Lab and can be used by all the others players and designers in their books. Wagner PS: the supplements in the site that I cited have a professional quality.
