Lots of examples of the first born child of poor-but-aspiring family's having petty crime record's in Victorian england....if you got convicted while still a minor you were sent to 'reform school' where you were taught to read and write etc.....before the state provided basic education for all this might be the only way poor parents could get their children educated...by getting them sent to jail. Would shipping un-skilled labour to Poisden be economic? The GEO wont care.....they'll do it by shipping whoever they need there and damn the cost.....and their sponsered colonys will be of the correct balance of different skill sets and backgrounds and no doubt the selection process will be so PC as to make the colonies severly handicapped. Incorperates on the Other hand........I cant the likes of NIS and Hannover shipping grunts out....too expensive. However they are independent states and have their own law. I dare say that low echelon technical skills are their biggest problem....high flyers are 'with the program' and go where they're wanted.....grunts can be recruited localy. However Med-techs, Skilled Deep Water Miners, Computer Techs etc........if they fall foul of Incorp law may well find they're contracts indentured and forced to work as required on the BP. Shimshur needs techs....what better source than those that have 'fallen' (or been pushed') from grace on the homeworld....for those nasty but technicaly demanding jobs on the BP?
