Basing it out of the UN building in New York wouldn't work as the USA really didn't want to be part of a world governement and it would hamper GEO's efforts. Geneva is the next logical choice as it is already used as an international diplomatic hub so it already has the support structure in place to handle the influx of diplomats (transportation, security, housing, ect....) Also, given its legendary status as a neutral country, it would cause less diplomatic tension placing GEO HQ there than if GEO had set up shop in another country.
