This means that the only real representatives they have here is their small (6-man) patrol. Due to the somewhat isolationist (though not hostile) stance of the natives of Los Isolotes, there is no Native Patrol, nor are there any Natives in the GEO Patrol that does exist. Of the GEO commissions, only the HCC (Communications), the HCTI (Trade and Industry), the HCNR (Natural Resources) and HCJ (Justice) have much interest in Stanley. The other commissions have no permanent presence there. The HCC administrates and controls the Comm Tower, and all to do with that, and the GEO Patrol carries out the duties of the HCTI, the HCJ and the HCNR (though there is a Warden who "polices" the Challenger Flow, and stops in on Stanley one every few months). As a result, the patrol has to keep its metaphorical eyes open for contraband smuggling or trade duty evasion, and pollution crimes, while still keeping the peace and administering justice in Stanley. Should the patrol make an arrest, they report the details of the offence to the Magistrate's office in the Endeavour Islands (who technically have jurisdiction over Los Isolotes), and then await further instructions. These instructions will typically come in the form of either a command to ship the offender to the Endeavour Islands for proper trial, or will be a "virtual trial" conducted remotely from the court (certain offences of lesser magnitude, if performed in "marginal or isolated areas, with which travel is problematic or time- consuming to the degree of producing inefficient legal proceedings" are allowed immediate audience in this fashion). However, the crime rate in Stanley is rather low, although Atlas have been making complaints about Piracy in the area. It is suspected that their reports could be falsified; an attempt to persuade the GEO grant them rights to police the area with their own forces. This is a right which has , so far, been denied them, as it would essentially give them military control over all the shipping lanes of the Challenger Flow. KNOWN TO PIRATE ASSOCIATES: THE SCYLLA "The Scylla" is the name the pirate group operating in Los Isolotes call themselves. They are a rather effective and well-equipped band, possessing a small, vamped-up military surplus Submarine (with increased stealth modifications), and 2 speed-modified Hydrofoils. Their other equipment is also quite good in quality; they always seem to be able to get "almost-new" weaponry and materiel. The band have not been operating here long, 3 years ago was when they arrived, but they have been rather effective in that time. Unusually, The Scylla seem to prefer industrial shipments, rather than the rich pickings of the passenger liners that pass through Los Islotes. Still - the "tourist" source of income would quickly dry up if over-exploited, whereas Incorporates are a much deeper seam to drill. Atlas Materials has a lot of shipping going through here, and they provide particularly rich pickings. The Scylla are a band of between 16 and 20 people, depending, plus (at the moment) 2 orca. Most of the crew have rotated through, and made enough to quit the risky piracy business for something a bit more certain, but their captain Francis Dwyer ("Dick" for some reason) and his second-in-command Thaku (an orca) have been there since the start. In fact, it was those two who set up the band together in the first place, brining the equipment from elsewhere. Nobody really knows, but it is speculated that they had a band together somewhere else, it got destroyed, and they were the only ones to escape. They certainly know what they are doing. KNOWN TO "AVERAGE" STANLEY CITIZENS: RUMOURS IN STANLEY Well everyone knows that Officer Garfield (the previous GEO Patrol Commander who's being replaced by Alistair Stewart) was as bent as a DNA helix, as was at least half of his squad. They were all on the take from small-time local criminals, like Suki Coppola the brothel owner. There has, however, been rumours that at least some of them were also on the payroll on one of the larger crime families from Haven (exactly which family varies depending on who you listen to) in order to turn a blind eye to a Pharium- smuggling racket being run through Los Isolotes. There is also a rumour that they were on the take from the pirate group operating in the islands. Speaking of the pirates. Several witnesses have reported sighting their submarine heading for The Minos, so the smart money says that that is where their base is (or one of them, anyway). Also - people have recently begun commenting on how odd it is that the pirate attacks seem to ignore the rich pickings afforded by the tourist trade, and instead concentrate on Incorporate shipments. Especially Atlas Materials; but then - they do have the largest volume of Incorporate traffic passing through. Also recently, some of the Ponambalam kids decided to sail out to Dolphin Island in their family yacht for a camping holiday. They claim they were attacked by a number of Cetaceans (both Orca and Dolphins). Although they were unable to identify their assailants (and the damage to the underside of their boat could have come simply from hitting a reef), they assert that they were "probably from that fucking Fisher's lot. He hates us!" Everyone knows about the recent friction between the Fisher and Ponambalam fish-farms. Ponambalam has alleged sabotage on the part of the Dolphin. Fisher has vehemently denied these claims, and most of his staff do in fact have alibis.
