They are not designed to replace conventional rounds but are used in riot control situations. There is even a 40mm nylon baton round for grenade launchers. Ouch! Ah-ha, I can shed some light on this, as I'm a serving NCO in the Brit Army. The British Army experimented with a nylon training round (like a nylon version of a normal 5.56) for the SA80 to improve the realism of exercises, but it was found to be far too dangerous, so was again tried as a riot round. Once more, it was too dangerous so, was to the best of my knowledge, binned - I can ask the weapons guys at work if folks are interested. About the "Plastic bullets" used in riot guns. I saw a guy in Kosovo get hit with one from a 30mm riot gun, and he went down like a ton of bricks. Three broken ribs or something like that. There have been a fair few cases in Northern Ireland of people being killed by them if they were hit in the head/throat - but it's VERY rare.
