I saw a guy in Kosovo get hit with one from a 30mm riot gun, and he went down like a ton of bricks. Three broken ribs or something like that. There have been a fair few cases in Northern Ireland of people being killed by them if they were hit in the head/throat - but it's VERY rare. I wouldn't doubt it, a "plastic bullet" is nicer to be hit with than a live round in the sense that it won't punch a hole in you, but you're still absorbing a hell of a lot of kinetic energy, it's probably a lot like taking a live round while wearing kevlar. As I said, the bullets lead core is being replaced by a tungsten-nylon core, which is mostly tungsten, which was a metal the last time I checked.
