If you were to flood the enemy fin/sub's 'sensors' with a very high amount of sonar 'pings', they would be less likely to tell how many targets are out there, and their locations. Not to mention the victim of these 'flood attacks' would be unable to send out their own pings and make accurate readings on the results. This could allow for very few fins to make it look like there are very many fins, or a large group of fins to make it seem like there are only a couple.
