First of all are the currents, which, if I remember correctly, sweep past Westcape and out into open the open seas. These two will have to rest at some point, and they will be carried quite far by the current, in a comparatively short time. (Come to think of it, even while they're swimming, they're going to be carried along as well. The second problem is navigation. If they stick to the sea floor, how will they know which way Westcape lies? I very much doubt if they have memorized the seafloor maps of this area. They will have to come to the surface to get their bearings. Thirdly, there are a LOT of predators in these waters, and they have a limited supply of ammo. Besides which, acouple rifles aren't going to do a lot against a hungry polypod or a group of lesser whites. Fourth, have you ever tried to Walk 200 km? Its not as easy as simply hiking a couple miles and pitching a camp. Swimming is even more grueling and exhausting. The Citadel itself might not be able to get them, but they've probably got a pretty good idea which way they'd be headed, and Sub Interceptors and hydrofoils will probably be running search patterns looking for them, and Jumpcraft, VTOLS, and even Satellites keeping an eye out for them on the surface. In short, their chances are not good, unless you really WANT them to escape. However, correctly played, you could send them running gleefully back to the arms of Hanover, begging for the comparative safety of Bose Strand. The majority of them were recaptured, but two (squid) aquaforms jumped into the water to escape. They now want to swim the approximately 200 km to Westcape.
