Put them where you want them" I have thought that some might also be a simple automatic beacon, hydrogen still and ermgency supplies cache. This follows from the different starport classes in Traveller. I imagine the ones on havily travelled routes are manned, and likley popular sources of gossip, news and rumour. The sort of stuff that just doesn't make it to Comm-core. I hadn't though of the inn idea, consider it stolen. Many different plot hooks follow from the introduction of remote fueling out posts don't they? Just substitute for lighthouses in our world....
