Sure. All a person needs is the equipment to extract hydrogen out of the water and prepare it for fuel cells and a Commcore hookup to process electronic money transfers. I would also imagine that such stations would take part in a GEO sponsored navigation program. GEO would want to maintain a series of ground based navigation markers similar to the VOR system today. It would be cheap for GEO to offer the stations to offer a stipend for taking care of the markers. It is too easy for someone to come along, setup on a nearby island and undercut their prices. There might be a few small chains along the major routes, but otherwise I can't see there being enough of a profit that would justify the overhead that a firm would have. I also don't see that people who would setup their own station really wanting to be part of a company. On the other hand, hostile takeovers are common on Poseidon....
