Or more precicely, the way they were in Warhammer. I had them as small businesses owned by individuals, possibly old colonists or something. They'd be meeting places for the kind of people who would be PCs so they'd be hotbeds of rumour and places to seek employment or hire people. They'd also provide the useful services that people who've been out at sea for a few days would want, a comfy bed, a shower, food, warmth, dryness, beer, provisions and equipment. All for a "reasonable price". The idea of the government stipend for maintaining various parts of the service (the beacon and commcore end of things) sounds good, kind of lumping in the idea of a lighthouse into the same facility. Along the major trade routes where small vessels travel the route would possibly be described in terms of which stations they were going to stop at and there would be an established route: "yeah, we're heading out to do the Black Bull-Leaping Fish-Placid Greater white run into Haven starting on Monday.
