Hugo Pratt was Italian, although he moved around quite a bit (North Africa, Argentina, England, etc -- when he passed away a few years ago he was living in Switzerland) and some of his best-known works were indeed originally published in French (including Corto Maltese, IIRC). According to an article in this week's Nature (p. 305-6) researchers have built a robot arm controlled by the brain of a monkey. That is, the monkey can move the arm by the power of thought alone. So, cybernetics is now definitely a reasonable element in hard SF.
